
Documents required for international citizens to apply to MEPhI (National Research Nuclear University)
When submitting documents in person or filling out the electronic application form (the link will be available from June 20) for admission to MEPhI, you must provide copies of the documents from the list below. Please note that upon admission, you must submit the originals of all listed documents:
1. Documents confirming previous education (a diploma and its supplement indicating the duration of studies, a list of subjects studied, and grades (scores) received), with a translation into Russian certified in the prescribed manner.
2. Medical certificate confirming the absence of contraindications for studying in the Russian Federation (valid for 3 months!), issued by an official body in the candidate’s country of residence, with a translation into Russian certified in the prescribed manner.
3. Medical certificate confirming the absence of the human immunodeficiency virus (HIV) and AIDS (valid for 3 months!), issued by an official body in the candidate’s country of residence, with a translation into Russian certified in the prescribed manner.
4. Medical certificate of measles vaccination or a certificate confirming the presence of antibodies, issued by an official body in the candidate’s country of residence, with a translation into Russian certified in the prescribed manner.
5. Medical document confirming the absence of all types of hepatitis and tuberculosis, with a translation into Russian certified in the prescribed manner.
6. Copies of passport pages (the passport the international citizen will use to cross the border of the Russian Federation), attached to a notarised translation into Russian, containing the following information:
- photograph;
- full name;
- date of birth;
- gender;
- country of issue;
- passport number and series;
- validity period of the passport;
- registration address (if applicable).
7. Documents confirming personal achievements, victories in international, national, city, and other competitions and olympiads (diplomas, certificates, and other award documents).
8. Photograph (size: 3×4 cm; 4 copies are required if submitting documents in person).
9. Certificate of recognition of foreign education and/or qualifications, if the foreign education and/or foreign qualifications are not recognised in the Russian Federation under international treaties of the Russian Federation governing the recognition and establishment of equivalence of foreign education and/or qualifications. This is also required if the foreign education and/or foreign qualifications were obtained at foreign educational institutions not included in the list established by the Government of the Russian Federation.
International citizens applying only to MEPhI do not need to provide a certificate of recognition of foreign education and/or qualifications. The recognition procedure is carried out by the Office for Organisational and Technical Support of International Activities at MEPhI. Rules for Processing Foreign Documents Intended for Use in the Russian Federation
1. The legal validity of all submitted foreign documents (except passports) must be confirmed by one of the following methods:
- through the legalisation procedure, as prescribed by the legislation of the country that issued the document;
- by affixing an Apostille stamp (for documents issued in countries party to the Hague Convention of 5 October 1961 Abolishing the Requirement of Legalisation for Foreign Public Documents).
In cases where, under Russian law and/or an international treaty, legalisation or the Apostille stamp is not required, documents may be submitted without any additional certification. To determine the specific procedure for legalisation and translation into Russian, refer to the table below.
2. Foreign documents intended for use in the Russian Federation must be submitted with a translation into Russian. The translation sheet must be attached to a copy of the document being translated. The accuracy of the translation or the translator’s name must be certified by a notary in accordance with the established procedure. To determine the specific procedure for legalisation and translation into Russian, refer to the table below.
The entire foreign text contained in the original must be translated, including the names of officials, seals, and the Apostille stamp.
3. All submitted documents must be issued in the name and surname indicated in the passport that will be used to cross the border of the Russian Federation. If the name and/or surname has been changed, an additional certificate of name and/or surname change (or a marriage certificate) must be provided. If these documents were issued in a foreign country and are in a foreign language, they must also comply with points 1 and 2.
The spelling of the name and surname in Russian must be identical across the translations of all submitted documents and must match the Russian‑language spelling of the name and surname on the entry visa.
International citizens who need to arrange translations before obtaining a visa to enter the Russian Federation should first check with the Russian embassy (consulate) how their name and surname will be written on the visa.
Options for legalisation and translation into Russian
To determine the specific procedure for legalisation and translation into Russian, select the country in which the document was issued.

No legalisation of documents is required; they are submitted without any additional certification.
Translation of documents into Russian and its notarisation can be carried out using one of the following methods:
- in the country where the document was issued, by a local translator with certification by a local notary;
- in the country where the document was issued, at the Russian embassy (consulate);
- on the territory of Russia, by a Russian translator with certification by a Russian notary.

All submitted documents must be certified by affixing an Apostille stamp at the authorised bodies of the state in which the document was issued.
After the Apostille stamp has been affixed, the documents must be translated into Russian either:
- at the Russian embassy (consulate) in the country where the document was issued, or
- by a Russian translator on the territory of Russia.
The accuracy of the translation (or the translator’s signature) must be certified exclusively by a Russian notary (at the embassy, consulate, or on the territory of Russia).
Other countries
Foreign documents intended for use in the Russian Federation must be legalised in accordance with the procedure prescribed by the legislation of the state in which the document was issued.
Translation of documents into Russian is carried out after the legalisation procedure, either:
- at the Russian embassy (consulate) in the country where the document was issued, or
- by a Russian translator on the territory of Russia.
The accuracy of the translation (or the translator’s signature) must be certified exclusively by a Russian notary (at the embassy, consulate, or on the territory of Russia).
